I ran. I took cover and ran.’ The robber, hit in the back, staggered a few feet and collapsed. The shooter walked up and stood over him. ‘He said, ‘That’s what you get. I hope you don’t die,” Police officers swarmed the scene, arresting the wounded man and an apparent accomplice trying to get away. Turkey: Draft law to ease regulations on gun ownership draws ire

Source: Today's Zaman [Turkey]
Posted on 12.14.10 by Mary Lou Seymour

“Possible amendments to gun laws that are intended to ease restrictions on owning and carrying small arms have faced much criticism in Turkey. The bill, currently in subcommittee at Parliament, ensures easier access to guns, allowing people to own as many as five weapons and the right to carry two of them at one time. Some civil society organizations underline that such regulations will lead to more crime and will threaten lives, especially those of women and children, but supporters of the amendments argue that easing procedures to obtain a license for weapons will make it easier to track them.” (12/14/10)

The man who was shot, identified in court documents as Thomas Stevens, has not been charged. According to the probable cause statement in the case, Smoot admitted to arriving at Bellmyer’s home in the 700 block of West Wall Street carrying a baseball bat and, because it was cold outside, wearing a mask. He told authorities he and Stevens went over to confront Bellmyer about past disagreements. Smoot said he used the bat to knock on Bellmyer’s door, which Bellmyer answered with a gun pointed in his direction. Smoot said he pushed or kicked the door when he saw the gun and took off running. According to the court documents, Bellmyer told police he answered the door while holding the gun because of the early hour and where he lives. He said he later recognized Smoot when 911 dispatchers asked Bellmyer where the suspects had gone and he looked out his front door. He told authorities the two men had run across the street, and the man he now recognized as Smoot had taken his mask off.” (12/01/10)

PA: Governor vetoes expanded self-defense protections

Source: Pittsburgh Tribune-Review
Posted on 11.28.10 by Mary Lou Seymour

“Claiming the bill advanced a ’shoot first, ask questions later mentality,’ Gov. Ed Rendell on Saturday vetoed legislation expanding self-defense protections. The bill would have provided the same right to use lethal force in self-defense outside and inside the home. Kim Stolfer of McDonald, chairman of Firearms Owners Against Crime, was optimistic the bill can still become law in 2011 under Republican Gov.-elect Tom Corbett. ‘I believe by summer it will be law,’ said Stolfer, citing broad bipartisan support. Corbett has said he would support the legislation. But the bill must start anew in January, after a six-year effort by Western Pennsylvania gun owners to get the legislation to the governor’s desk.” (11/28/10)

SCOTUS upholds add-ons for guns in drug crimes

Source: New York Times
Posted on 11.16.10 by Steve Trinward

“People convicted of possessing a gun while selling drugs are subject to five-year mandatory minimum sentences on top of most other sentences, the Supreme Court ruled yesterday. The ruling was the first signed decision of the term, and it was unanimous. But the court’s newest member, Justice Elena Kagan, did not participate, having disqualified herself in light of her work as United States solicitor general. The decision involved two defendants whose cases had been consolidated. One of them, Kevin Abbott of Philadelphia, was convicted of drug trafficking, a related gun charge with the five-year minimum, and under a law requiring a 15-year minimum sentence for career criminals. Only the latter two charges figured in his sentence, and the trial judge added them together for a total of 20 years.” (11/16/10)

Clel Baudler, R-Adair, who was active in the bill’s construction. ‘The law was drafted in a way to keep some groups of people from keeping weapons concealed — a certain class of people,’ Baudler said. ‘Hopefully, now there will be no room for discrimination.
