“Police Chief John Smith failed a random drug test of city employees and will undergo counseling as outlined in the Tennessee Drug Free Workplace Act. City Administrator Victor Lay said Smith came to him last Monday immediately after the test earlier that day in Franklin. ‘He showed positive for codeine,’ Lay said. ‘He said he had taken Tylenol with codeine which was from an old prescription.’ Smith told Lay that he recognized the weight of the situation, given Sheriff Ricky Headley’s arrest two years ago for illegally obtaining prescription painkillers from a Nashville pharmacy. … Smith said he was sore from moving furniture when he took the last two pills of Tylenol 3 and threw away the bottle.
