“Measures to help the public and police tackle criminals and end the ‘walk on by society’ are to be outlined by shadow home secretary Dominic Grieve. He will tell the Conservative Party conference that too many people making ‘genuine attempts to prevent crime’ have been arrested or prosecuted. ‘It’s our duty to help not hinder active citizens,’ he will say. A Tory government would reform health and safety laws which hinder officers in making arrests, he will also add.
