“Reporting a lost or stolen gun to police seems pretty logical to Mayor Michael Nutter. Not doing it in Philadelphia now comes with a cost — $1,900. Nutter and other city officials yesterday announced that the lost-or-stolen reporting requirement passed by City Council in April and upheld in court early last month will go into full effect Aug. 8.
