“Funny how landmark Supreme Court decisions seem never actually to settle anything.The court, to be sure, handed down a big one yesterday — ruling by a 5-4 margin that a Washington, DC, ban on handgun ownership violates the Second Amendment of the US Constitution. It’s a welcome decision — if only in its faithfulness to the uniquely American role of a written Constitution in protecting individual liberties. Justice Antonin Scalia, writing for the majority in District of Columbia v.
