“One of the most popular steps in government in Tennessee in recent years has been the move to freeze property taxes for seniors. Voters nailed down the concept with an amendment to the state constitution in 2006. The following year, enabling legislation in the General Assembly put the matter into the hands of individual communities. … Tennessee was right to take the step to help seniors, who are frequently on fixed incomes and get hammered when local government raises property taxes.
